During a regular policy briefing held by the State Council Information Office on November 22, He Hailin\u2014a senior official from the Bureau of Operation Monitoring and Coordination at the Ministry of Industry and Information Technology (MIIT)\u2014outlined relevant policies and measures aimed at boosting foreign trade within the industrial sector and strengthening international industrial exchange and cooperation. The following is a detailed interpretation of Mr. He Hailin\u2019s remarks.<\/p>\n\n\n\n

Policy Considerations and Specific Arrangements for Promoting Industrial Foreign Trade<\/strong>
Given that industrial products account for over 90% of my country\u2019s total foreign trade, the Ministry of Industry and Information Technology has formulated the following policy considerations and specific arrangements to facilitate industrial foreign trade:<\/p>\n\n\n\n

1. Guiding Enterprises to Integrate into Global Industrial and Supply Chains:<\/strong>
The Ministry encourages multinational corporations to establish R&D centers, pilot-scale testing platforms, and production bases in China, thereby fostering collaborative innovation within the industry. It also guides domestic enterprises to enhance their international operational capabilities\u2014specifically by strengthening cooperation with overseas firms through methods such as establishing overseas manufacturing facilities via direct investment and engaging in technology licensing. Furthermore, the Ministry is building various platforms to enable Chinese and foreign small and medium-sized enterprises (SMEs) to share in China\u2019s development opportunities and integrate into the vast global market.<\/p>\n\n\n\n

2. Enhancing the Reputation of “Made in China” Brands:<\/strong>
The Ministry aims to leverage industrial design as a driving force for quality improvement, specifically by enhancing the reliability of electromechanical products, as well as their components and parts. It supports intermediary organizations in strengthening industry self-regulation and guides manufacturing enterprises toward orderly competition, thereby elevating the overall quality of industrial products. Additionally, the Ministry supports enterprises in refining their global logistics and service networks to improve their capacity to serve consumers worldwide. Finally, it is intensifying efforts to protect brand integrity and uphold the image of “Made in China” brands.<\/p>\n\n\n\n

3. Developing Digital and Green Trade:<\/strong>
The Ministry is currently formulating and preparing to release action plans for the digital transformation of the manufacturing sector, as well as plans to leverage artificial intelligence (AI) to empower a new era of industrialization. These initiatives aim to facilitate the construction of “smart factories” and intelligent supply chains, while vigorously promoting the development of intelligent logistics equipment. Furthermore, the Ministry is working to establish cross-border e-commerce regulations\u2014covering areas such as data flow, product traceability, and electronic signatures\u2014that align with international standards. It is also deeply implementing plans to achieve carbon peaking within the industrial sector and key industries; promoting energy efficiency upgrades for major energy-consuming equipment; guiding new energy product manufacturers to meet the demands of overseas markets undergoing energy transitions; and fostering the growth of green, low-carbon industries and green trade.<\/p>\n\n\n\n

4. Improving Support Services for Enterprises “Going Global”:<\/strong>
The Ministry provides guidance to intermediary organizations, encouraging them to offer comprehensive service packages covering areas such as relevant national policies and regulations, green certifications, and financial and accounting compliance. Focusing on the specific challenges faced by SMEs looking to “go global”\u2014such as capability gaps, information asymmetry regarding market channels, and limited risk-management capacity\u2014the Ministry organizes service providers to establish precise linkages with SMEs that intend to expand overseas, thereby delivering specialized, targeted support services. We collaborate with financial institutions to provide “cross-border matchmaking” services for small and medium-sized enterprises (SMEs), establishing platforms to facilitate the alignment of supply and demand for these businesses.<\/p>\n\n\n\n

Strengthening International Industrial Cooperation and Promoting Foreign Trade Development<\/strong>
In the realm of strengthening international industrial cooperation and promoting foreign trade development, the Ministry of Industry and Information Technology (MIIT) has undertaken the following initiatives:<\/p>\n\n\n\n

1. Intensifying Industrial Opening-up:<\/strong>
Restrictions on foreign investment access within the manufacturing sector have been completely eliminated. In the telecommunications sector, we have steadily advanced the opening-up process; specifically, eight out of ten categories of value-added telecommunications services have been opened up within Pilot Free Trade Zones and similar areas. Furthermore, nationwide restrictions on foreign equity ratios for various business operations\u2014including e-commerce\u2014have been further lifted, and approval has been granted to 2,220 foreign-funded enterprises to operate telecommunications services in China. Pilot programs for expanding foreign access to value-added telecommunications services have also been launched in key regions such as Beijing, Shanghai, Hainan, and Shenzhen.<\/p>\n\n\n\n

2. Strengthening Platforms for Industrial Opening-up:<\/strong>
We have leveraged bilateral and multilateral cooperation mechanisms to promote trade liberalization and facilitation. Through institutionalized consultations and exchanges with 24 countries, regions, and regional organizations\u2014including ASEAN, Germany, Italy, and Brazil\u2014we have signed 28 Memorandums of Understanding (MOUs) covering fields such as industry, information and communications technology, and SMEs. Additionally, we issued the Interim Measures for the Administration of Cooperation Zones for Chinese and Foreign SMEs<\/em> and approved the establishment of 15 such cooperation zones across 10 provinces, including Guangdong, Jiangsu, and Zhejiang.<\/p>\n\n\n\n

3. Fostering an Open and Inclusive Industrial Environment:<\/strong>
We hosted the China-Africa Digital Cooperation Forum to promote policy exchanges and pragmatic industrial cooperation with developing countries. We also hosted the 2024 BRICS Forum on Partnership for the New Industrial Revolution, during which we released the Initiative on International Cooperation for New Industrialization<\/em>. This initiative advocates for the creation of an open, fair, just, and non-discriminatory development environment, and calls for collective efforts to safeguard the security and stability of global industrial and supply chains.<\/p>\n\n\n\n

Moving Forward:<\/strong> The Ministry of Industry and Information Technology will continue to uphold the principles of openness and cooperation, strengthen policy coordination, and facilitate the deep integration of the manufacturing sector into the global industrial system to achieve mutual benefit and win-win outcomes. Through intergovernmental bilateral and multilateral cooperation mechanisms, we will drive policy coordination as well as industrial exchanges and collaboration. We will support foreign-funded enterprises in establishing R&D centers in China and engaging in joint technology R&D and industrialization initiatives with domestic enterprises. Furthermore, we will encourage manufacturing enterprises to deepen their outbound investment cooperation, actively participate in the formulation of international standards, and promote my country’s advanced technologies and standards within the global market. Concurrently, we will continue to expand high-level opening-up in the telecommunications sector, effectively manage and provide services to pilot foreign-funded enterprises, protect investors’ rights and interests in accordance with the law, actively participate in global digital governance, and foster deep cooperation in the digital sphere, thereby providing robust support for the high-quality development of foreign trade.<\/p>","protected":false},"excerpt":{"rendered":"
